Unser Ziel ist es, Österreich als attraktiven Standort für Investor:innen und Unternehmer:innen nachhaltig zu stärken. Dazu stehen wir in engem, kontinuierlichem Dialog mit politischen Entscheidungsträger:innen. Seit 2022 sind wir im Startup Rat der Bundesregierung vertreten und agieren dort als Sprachrohr für die Interessen unserer Mitglieder und Investor:innen generell. Unsere Initiativen reichen von der Implementierung des Dachfonds und der FlexCo. über die Einführung eines Beteiligungsfreibetrags bis hin zur Optimierung von Mitarbeiterbeteiligungsmodellen. Er ist Mitglied im Startup-Rat des Bundesministeriums für Wirtschaft, Energie und Tourismus sowie im VC Council bei Invest Europe. Stefan Haubner ist COO bei Othis Technology - einer digitalen Vermögensverwaltung und General Partner bei APEX Ventures, einem VC-Fonds für technologiegetriebene Frühphasen-Investments.     FlexCo: Steuerbilanzielle Behandlung von eigenen Anteilen, Eine FlexCo darf in gewissen Grenzen auch eigene Anteile erwerben. In weiterer Folge stellt sich die Frage, wie die Darstellung der eigenen Anteile im Jahresabschluss zu erfolgen hat und welche steuerlichen Besonderheiten zu beachten sind. Nachfolgend werden die wesentlichen Aspekte überblicksartig zusammengefasst. FlexCo: Steuerbilanzielle Behandlung von eigenen Anteilen 26.8.26, 12:00 Eine FlexCo darf in gewissen Grenzen auch eigene Anteile erwerben. In weiterer Folge stellt sich die Frage, wie die Darstellung der eigenen Anteile im Jahresabschluss zu erfolgen hat und welche steuerlichen Besonderheiten zu beachten sind. Nachfolgend werden die wesentlichen Aspekte überblicksartig zusammengefasst. Rückerwerb von eigenen Anteilen Eine FlexCo darf in gewissen Grenzen auch eigene Anteile in Form von FlexCo-Geschäftsanteilen oder Unternehmenswert-Anteilen (UWA) erwerben. Eigene Anteile können gem § 15 Abs 1 FlexKapGG nur in ausgewählten Konstellationen erworben werden, zB: Unentgeltlicher Erwerb (zB Schenkung, Einbringung ohne Anteilsgewähr in Form eines Sachzuschusses) Erwerb durch Gesamtrechtsnachfolge (zB im Zuge einer Verschmelzung) Erwerb zur Einziehung aufgrund eines Generalversammlungsbeschlusses zur Herabsetzung des Stammkapitals Zweckneutraler Erwerb aufgrund einer höchstens 30 Monate geltenden Ermächtigung der Generalversammlung (zB für die Umsetzung von Mitarbeiterbeteiligungsprogrammen) Erwerb von UWA direkt bei FlexCo-Gründung, im Zuge einer Kapitalerhöhung oder durch Umwandlung von FlexCo-Geschäftsanteilen (zB zur Ausgabe an Mitarbeiter) Bilanzielle Darstellung Im Hinblick auf den Jahresabschluss der FlexCo ist in Bezug auf die Abbildung der eigenen Anteile wie folgt zu unterscheiden: Die erworbenen eigenen Anteile sind nicht als eigenes Wirtschaftsgut zu aktivieren, sondern nur passivseitig vom Stammkapital offen in Abzug zu bringen: Grundsätzlich ist die auf die erworbenen eigenen Anteile entfallende Nominale vom Stammkapital abzusetzen (bei Erwerb zum Nominale). Sofern die eigenen Anteile über dem Nominale erworben werden, ist der Differenzbetrag zwischen dem Nominale und den Anschaffungskosten mit freien Rücklagen (zB ungebundene Kapitalrücklage, freie Gewinnrücklage) zu verrechnen (wenn diese Rücklagen nicht ausreichen bzw nicht vorhanden sind, kommt es zu einer Kürzung des Jahresergebnisses). Im umgekehrten Fall (Anschaffungskosten unter dem Nominale) sind die freien Rücklagen im Ausmaß des Differenzbetrages zwischen dem Nominale und den Anschaffungskosten zu erhöhen. Zur Verhinderung eines Ausschüttungspotentials (zusätzlich zu Rückflüssen aus dem Erwerb eigener Anteile) ist in die gebundenen Rücklagen ergebnismindernd ein Betrag einzustellen, der dem Nominale der erworbenen eigenen Anteile entspricht. Damit sind die gesamten Anschaffungskosten von der Ausschüttung gesperrt. Beispiel Wenn eine Startup-FlexCo (Stammkapital 35, ungebundene Kapitalrücklagen 5, Bilanzverlust -10) daher eigene Anteile durch Entrichtung der auf diese Anteile entfallenden Nominale iHv 2 von ausscheidenden Mitarbeitern zurückerwirbt, dann erfolgt die Darstellung im Jahresabschluss wie folgt: Bei späterer Veräußerung der eigenen Anteile ist wie folgt vorzugehen: Die offene Absetzung der eigenen Anteile vom Stammkapital endet. Ein das Nominale übersteigender Differenzbetrag aus dem Veräußerungserlös ist bis zur Höhe des mit den frei verfügbaren Rücklagen verrechneten Betrags in die jeweiligen Rücklagen einzustellen (und zwar in der Höhe, in der diese bei Erwerb reduziert wurden). Ein darüber hinausgehender Differenzbetrag ist in die Kapitalrücklage einzustellen. Die ursprünglich gebildete gebundene Rücklage zur Verhinderung eines zusätzlichen Ausschüttungspotentials ist ergebniserhöhend aufzulösen. Ertragsteuerliche Besonderheiten iZm betrieblich veranlassten Rückerwerb eigener Anteile Da bei eigenen Anteilen kein Dividendenanspruch besteht, stellt sich nicht die Frage der steuerlichen Beurteilung von Dividenden. Im Hinblick auf Substanzänderungen ist bei eigenen Anteilen wie folgt zu unterscheiden: Der Vollständigkeit halber ist noch darauf hinzuweisen, dass zurückerworbene Anteile auch entsprechend im Einlagenevidenzkonto abzubilden sind (im Falle von UWA in einem getrennt geführten Konto). We spoke with U.S. Ambassador Arthur Graham Fisher about protecting critical intellectual property, attracting American venture capital to Austrian startups and his roadmap for deepening U.S.-Austrian tech partnerships. From quantum computing in Innsbruck to defense tech and AI, transatlantic collaboration remains a crucial catalyst for scaling innovation. We spoke with U.S. Ambassador Arthur Graham Fisher about protecting critical intellectual property, attracting American venture capital to Austrian startups and his roadmap for deepening U.S.-Austrian tech partnerships. What are the most promising opportunities for strengthening economic and innovation ties between Austria and the United States over the coming decade? Thank you for the question and thank you to invest.austria for the fruitful exchange we had at my residence in May. The U.S. - Austrian trade and investment relationship is largely based on innovative technology sectors, so there are plenty of areas for increasing economic ties, particularly in key, cutting-edge sectors. According to the American Chamber of Commerce study “2026 USA-Austria Transatlantic Trade Relationship” presented in May, nearly eighty percent of U.S.-Austrian trade is in high technology products, including pharmaceuticals, chemicals, electronic equipment, optical technologies, and more. In terms of investment, the fastest growing American firms in Austria are concentrated in digital transformation sectors. Since I arrived in November 2025, I have been particularly impressed with innovations in quantum technology being developed in Austria. During a recent visit to Innsbruck, I met with academics, researchers, and startups that are developing an incredible amount of intellectual property (IP) in high demand in the United States and globally. I am committed to ensuring that this IP is protected and creates stronger partnerships with American and Austrian firms to commercialize this great work. What can both countries do to strengthen the flow of talent, knowledge, and entrepreneurial experience across the Atlantic to support innovation-driven growth? There is absolutely no substitute for person-to-person interactions when increasing collaboration and innovation-driven growth. Austria has a tremendous resource in Advantage Austria, which organizes visits to the United States throughout the year. A member of my Commercial Team at the Embassy will accompany an Austrian trade mission to the Association of the U.S. Army (AUSA) Annual Meeting and Exposition in October in Washington, D.C. The defense sector is one of the most innovative in the world as it addresses both physical and cyber threats to our freedom. Events like the AUSA show introduce established firms and startups to the U.S. defense sector supply chain, which serves both as an opportunity to develop strong markets for innovations and address both of our countries’ national security interests. The AUSA Annual Meeting is just one small example. Advantage Austria will also lead a delegation to eMerge Americas in March in Miami, which brings together global enterprises, startups, investors, and government leaders to accelerate advancements in AI, Deep Tech, National Security, Health, and Finance. I also encourage more U.S. firms to participate in the invest.austria Conference 2026 in November. As I mentioned earlier, there are incredible technologies being developed in Austria and I have astrong interest in highlighting them to American private-sector partners and investors. We all benefit from technology and innovation produced in the United States, Austria, and the European Union. Let’s keep our markets open so U.S. and European firms can compete fairly in each other’s markets. As global competition for innovation capital intensifies, how can Austria and the United States position themselves as preferred partners for founders and investors seeking long-term growth, technological leadership, and sustainable value creation? Innovation is the source of long-term growth for both of our countries. The intellectual property that Austrian and U.S. founders and investors bring to the table will support economic growth and job creation for years and decades to come. A key consideration is how our partners and investors will protect intellectual property so the economic benefits can flow to the owners of the IP and, in the case of critical technologies, ensure that IP is used for the benefit of our joint national security interests. My team at U.S. Embassy in Vienna has a long history of working closely with the government of Austria to encourage fair, reasonable legislation that promotes innovation while controlling the export of physical and intellectual property to protect trade secrets and promote our national interests. The United States is the partner of choice for start-ups and scale-ups to raise capital and expand to a large market ready to support innovative products and ideas. Austrian firms have recognized this opportunity and have made Austria the 5th fastest growing source of foreign direct investment into the United States. Our robust intellectual property protections ensure that Austrian innovation remains the property of the Austrian owner – unlike in other markets.I am working to highlight Austria’s work in research and innovation to attract more U.S. venture firms to the outstanding investment opportunities in Austria. Looking ahead, what is your vision for a stronger transatlantic innovation and investment ecosystem and what role can organizations like invest.austria play in making that vision a reality? I remain impressed with the Austrian innovation ecosystem. I am particularly excited to work with the Austrian government to help advance the goals in the new “Industrial Strategy Austria 2035” and determine how U.S. firms can assist with the objective of increasing Austria’s industrial competitiveness. Every day my colleagues and I at the U.S. Embassy are seeking ways to deepen the trade and investment relationship with Austria. One step along this path is a successful Technology Summit, which I noted earlier in this interview. By exposing more U.S. firms to Austrian innovation and demonstrating how U.S. technology can advance Austria’s competitiveness objectives, we will have achieved that goal. I encourage invest.austria to play an active role in our Technology Summit, an ideal venue for us to explore mutually beneficial investment opportunities in the technology sphere. How can we further encourage collaboration between Austrian founders, U.S. venture capital firms, and corporate innovation ecosystems to accelerate company growth? Strengthening collaboration between Austrian and U.S. innovation ecosystems is a goal of mine during my tenure as Ambassador to Austria. To reach this goal, I am convening a Technology Summit to be held on February 4, 2027, in Vienna. The event is an effort to bring together the Austrian innovation ecosystem found at universities, research institutions, and start-ups together with U.S. commercial entities, including venture capital firms and corporations. The U.S. Embassy has invited technology commercialization experts from American universities to share best practices on how they bring innovative research to the marketplace. Concurrently, we will have strong private-sector participation to learn about the strong Austrian innovation ecosystem and address some of the challenges investors face while expanding their investments in Austria. In addition to her success in venture capital, she previously served as Chair of the Board of the German Private Equity and Venture Capital Association (BVK). During her tenure, she played a pivotal role in co-initiating Germany's Fund-of-Funds, the renowned Zukunftsfonds, also referred to as the "KfW Dachfonds." As we advance our Fund-of-Funds initiative, we’re eager to draw from Regina’s experiences—exploring the challenges faced by the BVK, the solutions implemented, and the resulting impact of this transformative concept. Questions: To your mind, what is the role of Private Equity and Venture Capital for companies, both startups and SMEs? Venture Capital (VC) and Private Equity (PE) play a vital role in any economy by driving innovation, creating jobs, and fostering economic growth in both startups and SMEs. VC/PE-backed companies are often significant job creators, leading to increased employment opportunities across various skill levels, from entry-level positions to highly specialized roles. VC/PE investments also allow for the development and application of innovative technologies and business models, which can significantly enhance their competitiveness, boosting not only individual firms but also general economic outcomes. Investments can foster the development of entire innovation ecosystems, attracting talent to these clusters. VC/PE funding often leads to increased competition within industries, potentially driving down prices, improving product quality, and offering consumers more choices. Last but not least, successful VC and PE investments lead to significant returns for all shareholders. These exits generate wealth not only for investors but also for founders and employees through stock options and other compensation tools, which, in turn, can contribute to broader economic prosperity. What were the key objectives behind the creation of the Zukunftsfonds, and how did you approach aligning stakeholders to bring the concept to life? The key objective of promoting a German Fund-of-Funds (Dachfonds) was to provide much-needed private institutional capital for VC and Growth funds based in or investing in Germany. This, in turn, aimed to increase investment in highly innovative and fast-growing companies in Germany and beyond. By pooling investments and diversifying risk, the aim was to attract investments from private sources, particularly institutional investors like insurance companies and pension funds. These investors struggle to invest directly in smaller and local funds, as they need to deploy large tickets—often equivalent to the entire fund volume of a smaller fund—and they lack the teams to manage a significant number of such relationships alongside their current business. And—to cut a long story short—the concept worked. The first German Growth Fund, Wachstumsfonds Deutschland , was closed in 2024 with over €1 billion in commitments. This fund augmented the investment of the German federal government and KfW Capital with commitments from over 20 institutional investors, including major insurance companies, foundations and large family offices. The concept of a public-private partnership for a Fund-of-Funds to support the local PE/VC industry was not new at the time we at the BVK started lobbying for it in 2015. Several other countries, like France and Denmark, had already established such structures, with Denmark in particular serving as a role model. Early on, we were able to foster an exchange between the players on the government side in Germany and Denmark to get the ball rolling. In addition, the BVK, together with Roland Berger and the Internet Economy Foundation, published a study based on a comprehensive analysis of the state of our industry. This study clearly demonstrated that a Dachfonds was a necessity to ensure not only the viability of the VC and growth investor ecosystem in Germany but also the sustainability of the German innovation economy as a whole. At the time, the BVK had managed to initiate an LP group led by Peter Hielscher, who represented the LPs on the BVK Board and who had also been the Head of Alternative Investments at Talanx, one of Germany’s largest insurers. This LP group opened the doors to discussions with several prominent institutional investors about the Dachfonds idea. This effort led to the involvement of the GDV (Gesamtverband der Deutschen Versicherungswirtschaft) , which subsequently played an important role in structuring the fund. Initial skepticism, concerns, and differences over the structuring and implementation of such a fund from potential future LPs were overcome by the tireless work of representatives of the German federal government and especially the BMWK, the BMF and KfW. Several roundtables with high-ranking government representatives and C-level executives of institutional investors proved essential. Finding the best structure and operating model for the fund was a herculean task for all the aforementioned parties. Many more hands and minds contributed to this effort, including the German Start-Up Verband and the European Investment Fund (EIF). What were the main challenges the BVK faced during the development and implementation of the Zukunftsfonds, and how were these addressed? When we started lobbying for a Dachfonds, we received a lot of goodwill from the German government, and the concept even sparked the interest of several institutional investors. But it soon became clear that ideas for such a fund—how to structure and manage it, and how to split returns—were quite divergent. In addition, legal concerns about navigating EU law, particularly regarding state aid legislation, as well as local fiscal rulings, needed to be addressed. At the BVK, we had the opportunity to provide input from our perspective on what would work for our industry and what we had seen working in other EU countries. We also ensured that we used our media channels to maintain positive momentum for such a worthwhile cause—even when things looked bleak at times. How has the Wachstumsfonds influenced the venture capital and private equity landscape in Germany, particularly for startups and innovation-driven sectors? The Wachstumsfonds has already made significant commitments to several funds, which will invest in businesses with strong German ties. These commitments will help enlarge fund sizes and, in turn, allow for more substantial investments, particularly in growth-stage companies, thereby strengthening their competitiveness and future growth. It is too early to measure the output in numbers for the German Wachstumsfonds. However, looking at the Danish example: not only were they able to achieve very attractive returns of over 17% IRR on their initial growth fund, but they also managed to raise an even larger follow-on fund, where much less economic incentive was needed to get private investors to commit. Another example is France— BPI has become a powerhouse, investing over €1 billion annually in funds and leveraging those investments by a factor of more than 5x with private money. Back to Germany, on the back of the first Wachstumsfonds, the WIN initiative—backed by the federal government, KfW, and several larger corporations, and also supported by the BVK—aims to further boost growth and innovation capital in Germany. One of its major goals for 2026 and beyond is a follow-on fund for the first Wachstumsfonds Deutschland. Based on your experience, what advice would you give to Austria as it works on developing its own Fund-of-Funds initiative? Are there any specific pitfalls we should aim to avoid? The Austrian Fund-of-Funds is key to fostering the Austrian venture capital and private equity industry. Over the last decade, Austria has developed a much more vibrant VC and PE market, fueled both by external funds investing in Austria and—this is a great achievement—by several funds founded and raised to significant size in Austria, such as Speedinvest, with several others like APEX, Fund-F and more on the rise. Still, reaching a three-digit million figure for a fund in Austria remains a significant challenge—yet such fund sizes are necessary to compete on an international scale. Achieving a critical mass of funding would foster a more vibrant ecosystem and make Austria an even more attractive location for both businesses and investors. Continuing to involve all decision-makers—from politicians to potential LPs and institutions capable of managing such a fund—is crucial. If needed, provide incentives to encourage institutional investors to join the first fund. It is also essential that the fund is managed by an independent and experienced management team. By rigorously vetting the private VC/PE funds it invests in, the Austrian Fund-of-Funds could assess and, over time, improve the overall quality of the investment landscape. This would allow it to serve as a bellwether investor, attracting more investors both domestically and from abroad. And—first and foremost—stay committed! You’ve overseen EIF’s equity investment activities across Europe, including several national fund-of-funds programs. From your experience, what are the key ingredients of a successful model? National fund-of-funds programs suggests the sponsorship of the public sector which in itself is proof of a forward looking and visionary perspective of public sector policy. When looking at such programs the degree of their success, however, varies. Venture Capital and Private Equity are industries that function in the context of a sound market logic, where thorough selectivity of investment targets decides on the success of a programs investment strategy. The public sector programs that I have seen succeed have one thing in common: they respected private sector logic in (i) the quality of the investment management, (ii) the selection process of investment targets and (iii) the governance of the program itself, which should protect economic decision making from undue political influence. Public sector investment programs, no matter at what level, thrive in a setting of mutual respect between public policy objectives on the one side and private sector investment logic on the other side, for the benefit of all stakeholders involved. Austria is now establishing its own national fund-of-funds. What do you see as the biggest opportunities and potential pitfalls in its implementation? I think this is courageous and a bold move at a time when precisely bold action is needed to sustain our socio-economic model in Europe. Austria has a set of unique opportunities ahead. First, Austria has a best-in-class research base in Europe and beyond. Austria also has an increasingly dynamic ecosystem for entrepreneurship, emerging at the interface between academic research and market-minded entrepreneurs. But there is more than that: the mobilisation of private sector capital for the funding of innovation is in its infancy across Europe. With the concept of the Austrian national fund-of-funds that I have seen, engaging the private sector in the financing of innovation is a core objective. This is a game changing perspective: this fund-of-funds, if properly set up and managed, will become the cheapest (and even profitable!) economic policy instrument that Austria has ever had. And for the private sector, it not only will dispel the wrong perception that venture capital is a charitable activity, it will give major players in the private sector a means to shape the economic dynamism of their home market, which in turn fuels their own assets under management and economic prospects. If successful, Austria can become an institutional investment hub for the entire Central and Eastern European region which is the extended core market to many Austrian financial institutions. EIF has been a major catalyst for Europe’s venture and growth capital markets. How do you see the interplay between public funding and private capital evolving in the coming years? It is clear that we are at a turning point in the development of the European capital markets. We need to catch up with competing geographies to the East and to the West in terms of simplicity, liquidity and scale, both in the pre-IPO markets as well as in the post-IPO market. Public sector capital has a critical role to play to kickstart market segments and to lead the way for private sector to follow. But the private sector is key. The scale of funding that is needed to regain competitiveness for Europe’s economy and to maintain it is such that no public sector budget will ever by able to cope with it alone. This is way the Venture Capital and Private Equity industry needs to prove that they can deliver attractive risk-commensurate returns. On the other hand, the institutional financial sector needs to take responsibility for fuelling the development of the national European economies that we all are living from. Ultimately, if we are staying behind in the global race for economic prosperity that serves us all, we only can blame ourselves. Impact and sustainability are becoming increasingly integrated into private market strategies. How does EIF ensure that public purpose and financial performance align? The co-existence between public interest and policy objectives and financial return objectives is in the DNA of EIF. We operate in areas that are core to the development of the European Union, in terms of economic politics to foster innovation and competitiveness or social and environmental policies linked to social cohesion, energy transition and sustainability. But within those public policy areas we operate with the mindset of private sector investors because our objective is to mobilise private sector capital by delivering proof that investing in all these areas not only delivers policy results but also very attractive financial performance. In 25 years that I have been involved in the equity business of EIF, we have never lost money on any of our investment mandates. To the contrary, we have delivered returns that have encouraged private sector investors to invest in European Venture Capital and Private Equity through investment products managed by us. There is no reason why the Austrian Fund-of-Funds could not achieve the same. As both an institutional investor and a private angel investor yourself, what advice would you give to Austrian LPs and investors looking to engage more actively in early-stage and growth investing? My advice to them would be to look at their options. In a world that moves at the speed we are currently witnessing, procrastinating in traditional investment strategies with an overweight in fixed income and public markets will place you out of the market. Admittedly, I have always been a very strong believer in innovation finance and there may have been a time where such a strategy may have been more cyclical than traditional portfolios. But today, investing in innovation is no longer a question of risk taking. Founded as a subsidiary of the state-owned KfW Bankengruppe, KfW Capital was created to close the growth funding gap for tech-driven companies. Like Austria’s Dachfonds concept, its mission is to expand access to venture capital and support a more robust startup ecosystem. In just seven years, it has become one of Europe’s largest VC fund investors, with €2.5 billion committed to 135 funds. In this exclusive interview, CEO Jörg Goschin shares what it took to build KfW Capital and what Austria might take from Germany’s experience. Though our format is typically “5 Questions,” Mr. Goschin had so much timely insight to share that we made an exception. Interview Mr. Goschin, how would you evaluate KfW Capital ’s role in the growth of Germany’s VC ecosystem since its founding? KfW Capital was established in 2018 with the goal of improving funding for technology-driven startups and innovative companies in Germany. Initially, the aim was to increase KfW’s annual VC investment to €200 million, but responsibilities quickly expanded. Today, we invest around €400 million per year into European VC funds, coordinate the federal “Zukunftsfonds,” and implement various programs ourselves, such as the Emerging Manager Facility. Another milestone is the “Wachstumsfonds,” a €1 billion fund-of-funds that we structured and succeeded in closing, with more than two-thirds of its capital coming from private institutional investors like insurance companies, pension funds, and family offices. This success is now being requested by several countries seeking similar models. With the Wachstumsfonds over 70% deployed, we anticipate launching a follow-up in 2026. Alongside investing, from the outset we’ve aimed to develop the VC ecosystem through content-driven initiatives. These include our well-established “KfW Capital VC Academy” in Berlin, the annual KfW Capital Awards (e.g., for Best Female or Best Impact Investor), ESG training for fund managers, and – most recently – new training programs for institutional investors under the WIN initiative, in partnership with ESMT Berlin and Frankfurt School of Finance & Management. These programs begin this fall. Through capital deployment and ecosystem building, KfW Capital has sustainably bolstered the German VC market and is one of Europe’s largest fund investors. What measurable successes can KfW Capital show so far? Since its 2018 inception, KfW Capital has invested in 135 VC funds, indirectly supporting over 2,500 tech-focused startups. We’ve committed approximately €2.5 billion in equity capital. Given that we average about 10% per fund commitment, we’ve mobilized over €25 billion of capital for startups. Notably, the “Germany Multiple” is striking: for every euro KfW Capital invests, four euros are directed into German startups. We also strategically back First-Time Funds, which account for about 18% of our portfolio, which helps nurture emerging fund managers. What challenges did you face in setting up KfW Capital, both politically and operationally? A significant operational challenge was assembling a qualified team capable of navigating the intricacies of a state-owned VC investor. We started with about 20 staff; due to expanded responsibilities, we now have around 100 employees, roughly 50% female, reflecting our belief in the importance of diverse teams. At the political level, a key question was securing ongoing political support amid changing governments. Since KfW Capital’s launch, we’ve navigated three administrations, yet benefited from constant cross-party backing for VC as a pillar of German innovation policy. What criteria guide KfW Capital’s selection of VC and PE funds? We follow a transparent, objective selection process. We invest only in independent management teams with proven track records and professional capabilities. We require that at least 50% of each fund’s volume come from private investors. We also expect a strong Germany focus; our funds typically deploy four times the amount invested in Germany compared to our input. Due diligence includes an exhaustive ESG questionnaire; today, 100% of our VC funds have an ESG policy in place, which is critical for risk management. How does KfW Capital collaborate effectively with other ecosystem stakeholders such as ministries, business angels, or private equity? The foundation of our collaborative success lies in open, honest dialogue about goals and expectations. Although we operate under a political mandate, our investment decisions are made independently and based solely on market criteria. Trust, patience, and long-term vision are essential. VC funds often have ten-year horizons or longer, and we aim to invest consistently through economic cycles. That reliability has established us as a valued partner in the VC ecosystem. What governance bodies does KfW Capital have? We have a supervisory board offering a balanced mix of expertise: chaired by Stefan Wintels (CEO of KfW) and deputy Dr. Stefan Peiß (Risk Board), with two political appointees and three market representatives. We also convene an advisory board featuring a “who’s who” from the German and European VC ecosystem, providing valuable strategic input. What leadership requirements were set when KfW Capital was founded? Our dual leadership model was deliberate. Alexander Thees was appointed by KfW for his deep understanding of its internal structures and his ability to bridge KfW with political circles. I was brought in from the VC market, equipped with extensive industry experience and networks. This blend of institutional insight and market know-how has been instrumental in KfW Capital’s successful launch. What advice would you offer Austria for its upcoming rot-weiß-rot Dachfonds? It is essential to set up the fund with strong market alignment. Long-term success depends greatly on the team’s skills and professionalism, both in management and advisory roles.
